Commercial Insertion and the Question of Weapon System Performance

چکیده
As noted in earlier chapters, many CMI advocates argue that marketdriven commercial R&D has surpassed military R&D in diverse technology areas. The implication is that the broader use of commercially developed technologies in the military sector would result in more-capable weapon systems. Yet paradoxically, perhaps the single most important and deeply felt concern expressed by CMI skeptics is that the military use of commercial parts, components, designs, and technologies will result in less-capable and less-reliable weapon systems. These concerns arise from a belief that weapon systems often must be able to operate in far more stressful and demanding environments than commercial products. This is a crucial issue, because CMI must be viewed as an unacceptable strategy if it results in less-capable or less-reliable weapon systems than are needed by America’s armed forces.

Acquisition reform is based on the notion that DoD must rely on the commercial marketplace insofar as possible rather than solely looking inward to a military marketplace to meet its needs. This reform forces a fundamental change in the way DoD conducts business, including a heavy reliance on private sector models of change. The key to more reliance on the commercial marketplace is the performa...
متن کاملAcquisition Reform and the Evolution of the U.s. Weapons Market Overview: Weapons Market vs. Commercial Market Structure
The modern U.S. “market” for weapons and weapon systems has two dominating features. First, it is characterized by a single buyer, DoD, which defines the product and controls the sales opportunities of weapon system providers.2 Unlike most commercial product markets, the weapons market is centralized, historically driven by the detailed performance and technical requirements provided by DoD.3 E...
متن کاملWeapon scheduling in naval combat systems for maximization of defense capabilities
Air defense is a crucial area for all naval combat systems. In this study, we consider a warship equipped with an air-defense weapon that targets incoming threats using surface-to-air missiles. We define the weapon scheduling problem as the optimal scheduling of a set of surface-to-air missiles of a warship to a set of attacking air threats. The optimal scheduling of the weapon results in an in...
